Over 70% of the poor population of India is living on just Rs.20 per day. This was revealed in the National Sample Survey. Compare this figure against World Bank's standard of Rs 40 per day as the minimum amount for subsistance. There are a lot of poor people who would be willing to work but do not have either the skills or they are not considered for work at all. It is then not hard to imagine where the criminals come from! Its rightly said that a person is not bad by himself, its his situation which makes him so. Besides controlling crime giving work to these people would alleviate their poverty too. Governments should consider hiring the poors for the labour intensive government tasks. Requirement for labour is huge in the government machinary. These poor can well serve at least as the daily wagers if they can't perform tasks requiring literacy. Municipal workers, construction labourers, sweepers, night watchmen, etc. are many avenues where they can readily suffice with little or no training.
