The Republic Day Awards known as Padma Awards are declared on 26th January and given every year in 2nd or 3rd week of March. Someone had put a petition in the Supreme Court to ban these awards as they being titles and not awards. The Supreme Court decided they are awards and not titles, and set some guidelines.
But these guidelines are not followed. There is arbitrariness and corruption in preparing the list. Year after year I have meticulously brought out the Govt. corruption in preparing this list. Padma Awards are necessary as Need to Recognition is one of the fundamental needs as Maslow said. But merit should be the only criteria.
I reproduce below the notice sent to the Home Minister and others. I solicit your support in filing a PIL on this issue.

On the front page of HT of 26 Jan 10, Sant Singh Chatwal, a Hotelier, was listed among "the best and the brightest" for being chosen for Padma Bhushan for Public Affairs. And on the very next page the newspaper carried a news of why his name should be deleted.
Year after year, the Padma Award list is tainted. This year Chatwal gets Padma Bhushan for being closer to Hilary and Bill Clinton inspite of 9 million dollars SBI "gafla". Saif Ali Khan gets Padma Shri for shooting down some endangered specie (Cinkara was it?) and now snatching somone's girlfriend for long time.
Like Vajpayee had given Padma Bhushan to a surgeon who had replaced his knees and 5 acres of land, etc. now Manmohan Singh has put the name of one Dr. Panda for repairing his heart. Home Ministry it semms prepare the list of Padma Awardees like a Home Maker rewarding the Kamwali Bai with bonus, if she is happy.
Octogenarian Acharya Janki Ballabh Shastri has rightly turned down the Padma Shri shaming the Govt. for choosing his juniors much before him.
Since 1991, I am not getting the Padma Award because I refuse to pay to get my name enlisted. 40 books, over 10,000 lectures in 63 countries, treated and trained thousands, and the fact that I am the senior most Naturopath in India who has done so much for Naturopathy. But since the PM or other leaders do not believe in Nature Cure or Ayurveda (eventhough we have seven recognised systems of medicine) and since I criticise the Govt on principles and faulty policieis, they will not enter my name. Like the Health ministry will not sponsor Zinda Tilismat available since 1922 (now priced at Rs.40) for Swine Flu, but will order Tami Flu because the kickbacks received can be deposited directly in the Swiss Bank Accounts.
I am aware of one so-called "eminent" cardiologist who was trying this year furiously to get his name included for Bharat Ratna after getting Padma Vibhushan last year, as many said, and I repeat, undeservingly.
I challenge you as the Home Minister incharge of preparing this list with the PMO to prove that the Padma lists this year or last year or year before that were prepared strictly on merit.
Shame Mr. Home Minister, shame. Atleast, this was not expected of you. Let me see how you would justify this corruption even in Padma Awards.

Dear Madam,
I, hereby, move this PRECIPE for Speaking to the Minutes of Order passed by the Coram of V.C.Daga and K.K.Tated, JJ, in W.P. no. 702 of 2010, on 6th April 2010, as it does NOT reflect what I said in the Court. It is also NOT faithful to the contents of my Writ Petition.
By reading of the said impugned order one feels that I had not argued many points, but it is not so. There are several anomalies in the said order dictated in hurry, under pressures as it would seem. For example: (a) I was not late in filing my petition. (b) The WP was delayed by the Court. (c) There are no latches. (d) The fact that Daga J, first said he will not hear the petition, (e) then took the same and (f) then rushed me through the argument. These are serious lapses which cannot be overlooked.
As such, I am filing this Application for Speaking to the Minutes, to get the the said order of 6th April, in WP no.702 of 2010 corrected as per what I argued and truthful to the contents of my Writ Petition, which were read out.
This Application is submitted as per the Supreme Court Judgment in the matter of Akram Mohd Ansari reported in 2007(12)SCR901, 2008(2)SCC95, and 2007(14) SCALE30, dated 4th December 2007, passed by A.K.Mathur and Markandey Katju, JJ, which records:
“In case the petitioner contends that he had pressed points which have not been dealt with in the impugned judgment, it is open to him to file an application before the same learned Judge (or Bench) which delivered the impugned judgment, and if he satisfies the Judge (or Bench) that the other points were in fact pressed, but were not dealt with in the impugned judgment, it is open to the concerned Court to pass appropriate orders, including an order of review”.
In view of the above, be pleased to produce the papers and proceedings of the above matter before the concerned Bench, and obtain a pucca date and intimate the same to me via email and speed post, well in advance. This date should preferably be before the Court goes on a summer vacation.
Once notified of the confirmed date and time, I undertake to be present with Affidavit, and serve copies on the Respondents, so that they too come well prepared, so that Court’s and my precious time is not wasted.
May it be noted that I am a busy professional and senior citizen, and I appreciate the value of time and duty.

Also, I have received a letter from the PMO who have forwarded my Notice on this matter to the Home Secretary, M/O Home Affairs "for action as appropriate". PMO ID no.14/3/2010-PMP2/129916 dated 24.02.2010.
Let truth and justice prevail.
I was asked to pay Dhs 10,000 plus the air fare and the hotel stay at New Delhi to be put as one of the awardees for an Award by a group who hold the yearly NRI activities etc.,.
Not interested to buy an Award...

Laxmi is the Goddess of wealth and prosperity !
When Wealth is created in a selfless and ethical manner it takes the form of SAMPADA !
When Wealth is created through selfish and unethical ways it takes the form of SAMPATTI !
Goddess Laxmi sits either on Lotus or on owl .
This mythology indicates clearly when money or other materialistic aspects flow to usher a dawn of happiness and prosperity , lotuses bloom in the bright sun of hope .
When resources flow to take us in the darkness of despair and bickering catering to our selfish tendencies while we engage ourselves in the generation of wealth , Goddess Laxmi had to mount an Owl .
Awards or titles are recognition . They are needed so as to motivate us to become great souls . In a perfect SAMPADAITE society , definitely such needs can be dispensed with .
But till the full transition from SAMPATTI to SAMPADA takes place , a very aware faculty of discrimination is needed so as to select only truly worthy persons . False recognition will always lead to imbalance in the existence of creation .
I truly appeal to all stake-holders to strengthen sane forces prevailing in the society .
We must shun the path of SAMPATTI and adopt the sane path of SAMPADA !
I really believe that our souls are monolingual . They use and understand only the language of love .
Do we not need to be in sync of our own souls ?
May better realization dawn on all of us !
