The primary reason being the flaw in the information released by IIMs about CAT'09 stating categorically that the papers would be of the same difficulty level.
It was after the students complained about the disparity in the papers that the IIMs came out with a statement stating different marking schemes based on Psychometric analysis.
I think even if the CAT'09 would have been conducted smoothly, it would still be partial because this would have had adverse effect on their performance.
